Senator Garcia moved to amend the House of Delegates amendment, as amended, on page 5, section 9b, line 48 by striking out the word “complainant” and inserting in lieu thereof the words “party affected by the ruling”;

And,

On page 5, section 9b, line 52 by striking out the word “complainant” and inserting in lieu thereof the words “party affected by the ruling”.
